August 2016-December 2016 – for UNAIDS regional support team in Bangkok
Providing technical assistance for the development of two major products: a Manual of Procedures for HIV outreach and case management in Quezon City, Philippines (on request of the Quezon City Health Department) and a strategy to reach unreached men who have sex with men for the Lao National HIV Programme (CHAS) and implementing NGOs, including an updated ‘minimum package of HIV-related interventions’.
May 2016 – for Global Fund on AIDS, Tuberculosis and Malaria in Mongolia
Conducted a mid-term evaluation of the HIV program for men who have sex with men and transgender people in Mongolia, implemented by 3 local NGOs.
March-June 2016 – for UNAIDS regional support team in Bangkok
Provided technical support to UNAIDS offices in Bangladesh, Cambodia, Lao PDR, Philippines and Mongolia in improving HIV responses for men who have sex with men and transgender people by civil society and Government services. Included the development of a quality assurance system for improving the quality of HIV outreach and linkages to HIV testing and treatment services (regional), a strategy to reach unreached MSM (Cambodia), a funding proposal (Lao PDR), a system for testing the knowledge and a training workshop for outreach workers (Philippines and Mongolia).
October 2015 – for UNAIDS Fiji
Prepared and conducted a workshop on innovations in the science of HIV prevention, care and support for the team that was tasked with writing the new strategic plan on HIV prevention, care and support in Fiji. Also assisted in writing a new outreach strategy for a coalition of NGOs working on providing HIV services for MSM and TG in Fiji.
September – October 2015 – for Global Fund for AIDS, Tuberculosis and Malaria, Mongolia
Evaluated HIV service provision for men who have sex with men in Dharkan and Erdenet, the 2nd and 3rd largest cities of Mongolia, and helped the NGOs implementing these projects improve their relevance and effectiveness.
May – November 2015 – for United Nations Development Programme, Philippines
Designed and implemented operational research to study barriers to accessing HIV testing and treatment among Manila-based men who have sex with men. The study combined qualitative, in-depth interviews of prospective service users with a quantitative attitudes-survey among health care providers and an online component rating and reviewing the quality of HIV services in Metro Manila.
May 2015 – for Global Fund for AIDS, Tuberculosis and Malaria, Mongolia
Helped three NGOs in Ulaanbaatar re-design their implementation strategy, developing a new strategy for HIV outreach among Mongolian men who have sex with men, initiating a ‘case finding’ approach and making outreach results-based.
November 2014 – August 2015 – for UNAIDS Regional Support Team in Bangkok
Provided technical support to UNAIDS offices in Bangladesh, Indonesia, Philippines and Thailand in supporting innovative and state-of-the-art policies and programs to prevent, test and treat HIV in men who have sex with men in these countries.
October 2014 – February 2015 – for APMG Consulting, Sydney
Was one of the consultants in a team reviewing municipal responses to HIV with a focus on men who have sex with men and transgender people in 7 South-Asian cities, a project supported by the United Nations Development Programme. I took responsibility for developing the reports of Dhaka (Bangladesh), Kathmandu (Nepal) and Kabul (Afghanistan).
October – November 2014 – for World Health Organization, Lao PDR
Wrote the National Strategic and Action Plan for HIV in Lao PDR for 2016-2020, including costing of the response for 2016-2020. The work also included developing new size estimations for key populations.
February 2014 – June 2014 – for Plan Thailand
Conducted a gender assessment study of Plan as an organization, as well as a review of the way gender issues are addressed in Plan’s programming in Bangkok, Chiang Mai and Chiang Rai.
December 2013 – May 2014 – for the Khmer HIV and AIDS NGO Alliance (KHANA)
Helped KHANA develop tools, train researchers and oversee the implementation of a documentation process of its peer-provided HIV counseling and testing program in a number of Cambodian provinces.
November 2013-January 2014 – for The HIV Foundation and UNESCO
Conducted a feasibility study for initiating a rights-based HIV prevention and sexuality education pilot project aimed at 13-16 year-old MSM and TG youth in secondary schools in three Thai cities.
June-August 2013 – for UNICEF regional office in Fiji
Developed data collection tools and used them to review education sector responses to HIV and on Sexual and Reproductive Health Education in Fiji, Kiribati, Solomon Islands and Vanuatu, aimed at informing and strengthening the UN’s response.
May 2013 – for UNAIDS Myanmar
Helped UNAIDS develop a proposal for funding a targeted advocacy program in Myanmar. The proposal, which was successful, included job descriptions for new staff and an M&E log-frame.
January 2012 – for AusAID in Canberra, Australia
Developed a 20-page paper situational assessment of the HIV epidemic and response in Thailand, as part of a series of papers ‘taking stock’ of progress made in Asia and the Pacific. The paper is still available in the public domain.
January – April 2010 – for UNICEF/UNAIDS Pakistan
Conducted a study on sexual abuse and child protection issues around Pakistani adolescents who have sex with males, starting with a literature review, training of two interviewers and completion and presentation of final findings. The study resulted in four peer-reviewed publications.
December 2009 – January 2010 – for UNAIDS Sri Lanka/Maldives
Developed the Mid-Term Review Report of the collaborative interagency evaluation of the National AIDS Program in the Maldives, under supervision of the NAP Program Manager and the Team Leader, functioning mainly as a writer.
September 2007 – February 2008 – for UNICEF Myanmar
Conducted, in collaboration with 11 local and international NGOs, a qualitative study collecting life histories of children and adolescents who grew up in families affected by AIDS, using a peer-to-peer methodology.

Provided technical assistance to a local research organization in the development of a literature review document on adolescents at high risk for HIV.
June-July 2007 – for Plan Netherlands
Evaluated a school-based group game on HIV prevention and sexual health that was implemented in Thailand.
May 2007 – for Family Health International, Bangkok
Prepared a reference manual for outreach workers/peer educators working to prevent HIV among men who have sex with men, based on needs expressed at a UNESCO/CDC organized workshop in Vientiane in October 2006; the manual has since been translated into Thai, Khmer, Chinese, Indonesian, Vietnamese, Burmese, Mongolian, Urdu and Lao.
January-April 2007 – for UNICEF ROSA, Kathmandu, Nepal
Developed a review paper distilling policy options for dealing with the HIV prevention needs of young people in Asia and the Pacific, which was presented to the Asia AIDS Commission in May 2007. The report helped refocus the HIV strategy of UNICEF, UNFPA and UNESCO towards adolescents most at risk and most in need of HIV prevention.
January 2007 – for UNDP Nepal
Joined a DFID/UNDP team reviewing the national response to HIV/AIDS to Nepal in general, and the UNDP implemented, DFID/GFATM-funded HIV/AIDS program in particular.
October 2006 – for UNICEF Uzbekistan
Developed a strategic framework and work plan on most-at-risk adolescents in the country.
August 2006 – for UNFPA Myanmar
Developed a situational and response analysis on HIV/AIDS and men having sex with men in Myanmar, identified programmatic gaps and gave advice on how UNFPA can move forward in this new area of work.
July - August 2006 – for UNAIDS Bangkok
Prepared a scientific background paper for the Asia-Pacific regional congress on MSM and HIV/AIDS, which was presented at the Male Sexual Health consultation in Delhi in September 2006, in close collaboration with three scholars in this field. The resulting paper was published in the STD journal in May 2009.
June 2006 – for UNICEF Maldives
Assisted and led the development of an up-dated HIV/AIDS situational analysis document as a preparation for a new National Strategic Plan in the Maldives, and provided advice to the follow-up process for development of this plan.
April 2006 – March 2007 – for UNICEF Viet Nam
Designed a social research study and trained Vietnamese researchers to collect data on the HIV vulnerability of, and possible programmatic responses to, young people permanently residing in Government institutions in four Vietnamese provinces.
July 2005 – for Family Health International, Phnom Penh, Cambodia
Reviewed the strategy that FHI Cambodia is implementing to decrease HIV vulnerability and improve care and support for men having sex with men (including transgenders) in Cambodia.
February – March 2004 – for the World Bank, Washington, USA
Evaluated a World Bank-supported initiative implemented by Partnership for Child Development, aimed at strengthening education sector responses to HIV/AIDS and School Health in 11 East African countries.
November 2001 – for Novib/Oxfam Holland, Myitkyina / Yangon, Myanmar
Evaluated three HIV/AIDS behavior change interventions implemented by Medecins du Monde in Kachin State in Myanmar, supported by Novib (parts of these activities were co-supported by UNICEF).
